SESSION 1: FORECASTING AND MEETING INCREASED CAPACITY DEMANDS

Latin American’s economies are growing at a rapid rate, and air traffic demand for both passengers and cargo in the region has been increasing steadily for the last 20 years and it is expected that it will keep doing so in the foreseeable future. It is essential to be able to forecast air traffic demand as accurately as possible so that appropriate measure to meet this increase in demand can be put in place. We also need to bear in mind that growing air traffic will have a serious effect in the environment, increasing carbon emission as well as air and noise pollution. CESAR and FAA Next Generation are systems that can be implemented in Latin America and its advantages and disadvantages need to be assessed carefully.

 Session themes:

In this session, three Latin American experts will speak about how to measure and forecast air traffic demand in the region and what are the economical and environmental consequences of this phenomenon. They will also discuss what actions can be taken to optimise the use of the available airspace to meet growing demand.

Latin America is one of the largest regions in the world and is compound of a great deal of countries. This makes for a fragmented air space, which in turn constrains capacity and drags efforts to increase it rapidly and efficiently. Collaboration between national and international air traffic authorities is crucial if we want to meet growing demand. Rules and procedures need to be harmonise and the right technology choices have to be made with the goal of achieving regional integration

Representatives of national and international air traffic authorities will discuss how to overcome fragmentation in the Latin American airspace through higher collaboration and harmonisation.

In order to avoid exceeding airport and air traffic control capacity and to ensure that all available capacity is used the proper traffic flow management strategy needs to be developed and implemented. Different approaches exist and they have their pros and cos. Effective stakeholder collaboration is necessary and the safety case is paramount.

In this breakout session delegates will have the opportunity to exchanges experiences and discuss what the best air traffic flow management strategy is. All the operational and safety implications will be addressed and the conclusions reached will be included in the conference report to be produced after the event.

The implantation of performance based navigation systems is supported by ICAO and IATA and has the potential to overcome a number of safety, efficiency and capacity issues the aviation sector is facing at the moment. Performance based navigation provides the basis for the design and implementation of automated flight paths as well as for a more efficient airspace design. Airspace design, onboard navigation capability and ground navigation infrastructure need to be integrated to ensure the effective implementation of performance based navigation systems.

To improve air traffic management and meet ever-increasing demand airlines and navigation authorities need to invest in infrastructure and technology. New technologies are being developed, such as SWIM. Better infrastructure and the latest and most efficient technologies have the capacity to dramatically increase capacity and guarantee the highest safety standards. They can also help reduce fuel consumption, allowing for significant savings and reduced carbon emissions. However, to ensure that they are implemented in a cost effective manner stakeholder collaboration is essential. SESAR and FAA Next Generation are ATM programs that will have a great impact on Latin America and its advantages and disadvantages need to be assessed carefully.
